Higher Education in Australia

Australia is fast becoming the first choice for an increasing number of international students seeking quality education. Australian universities, colleges and other education institutions offer students a unique learning environment. The Australian government operates an Overseas Student Program (OSP) exclusively for people from outside Australia. 
A person who wants to study in Australia should first obtain a student visa in his/her country. Visa is granted to a student only if he/she wishes to take up a registered course or part of a registered course on a full-time basis. (A registered course is an education / training course offered by an Australian education provider who is registered with the Australian Government to offer courses to overseas students.) 

The Department of Education, Science and Training (DEST) provides details of registered courses. The Australian education system is divided broadly into four levels of schooling: 

· primary; 
· secondary; 
· vocational education; and 
· training and higher education. 

However, there are other options available to students from other countries intending to study in Australia, such as English Language Intensive Course for Overseas Students (ELICOS) and non-award courses.

How long will it take to process an application?

Processing time varies for a variety of reasons. The office processing your application will give you the average processing time. 

Costs Associated with your Application

You must pay a non-refundable visa application charge at the time of application. Otherwise, your application will not be considered. If the members of your family are included in your application, you need to pay only one application charge for the entire family. However, if a separate application is made at a later date, a separate application charge has to be paid.

If you are required to take an English proficiency test, either in or outside Australia, the cost factor has to be mutually decided by you and the test provider. 

You and the members of your family may be required to undergo a medical and 
X-ray examination. The cost of the examination is to be bargained with the doctor undertaking the examination. You should be prepared to bear other costs pertaining to your application, such as the cost of certified translations of some documents. 

Documents to be submitted with your application

All the required documents are listed on the relevant application checklists. The documents should support your claims to eligibility when you submit your application. If you do not enclose the required documents, the Department may reject your application.

You must take the IELTS (International English Language Testing System) test before applying for your student visa application and when the IELTS test result is required, you must produce an attested certificate showing your IELTS score. 

Do not submit original documents along with your application unless asked. You should submit duly certified true copies of the original documents.
Documents in languages other than English must be accompanied by an English translation. If you are applying in Australia, the translator must be accredited by the National Accreditation Authority for Translators and Interpreters (NAATI).

Package courses

If you wish to apply for a package course consisting of a preliminary enabling course (for example, a pre-requisite English language tuition or a foundation course) followed by the principal course, you must apply for a visa under the subclass associated with the principal course. 

Generally, you can apply for a student visa in Australia if 
· you are already studying in Australia and want to enroll in a new course of study;
· you are from another country on a visitor or on temporary visa, and wish to extend your stay to do full-time study in a registered course;
· you are a student visa holder wishing to change education provider during the first year of your principal course or change from one education sector to another;
· you are a student visa holder wishing to apply for permission to work. 

If you are applying for a student visa in Australia, you must do so before your current visa expires so that you do not become an unlawful person in Australia.

Permission to work

Permission to work is not given in the initial student visa granted to you or to the members of your family. If you want to work and do not have permission, you need to apply for a new student visa with permission to work. The appropriate application charge will apply. For part-time work permission, you must provide evidence that you have begun your course. You cannot obtain work rights with a visa granted outside Australia.

Health


Individuals applying to study in Australia must satisfy the health requirements specified in the Migration Regulations. The family members included in the visa application are also required to satisfy health requirements.

Health processing fee for students applying for student visas varies according to their country of citizenship and travel/residence history.

Students may be required to undergo a medical examination and a chest X-ray as part of student visa application. It is advisable to attend health examinations well before the commencement of the course.

Can I change education providers?

You must remain with the education provider of your preliminary and principal courses for the first 12 months or less than that. If you apply for a change of education provider within the same education sector of the student visa you currently hold, you must fill in a form known as 157C. You will have to pay a visa application charge of Australian $130, except when you change in case the education provider is no longer able to provide the course.

Can I change my course?

You may change your course if your course is in a different education sector from that of your current principal course. In that case you must apply for a new visa. 

Additional information about your application

It is important that you provide all the information that is required at the time you submit your application. If you are asked to give additional information or to comment on information, you will be given a date by which you have to provide. After that date, the department will process your application. You cannot delay a decision by saying that you would provide more information later.

Interviews

No interview will be necessary if all the information provided in your application is satisfactory.

If you are invited to attend an interview, a mutually agreeable date and time will be fixed by the department office or Australian Overseas Mission. The decision on your application will be notified to you through a letter. In case your visa application is rejected, the reasons will be given.

The application processing time can vary widely depending on the circumstances. Factors that may delay processing of your application include:
· deferral of medical clearance where medical examination shows results of concern; 
· document verification including educational documents, employment references and bank statements; and 
· applications which are incomplete require the Australian Overseas Mission or Department Office to contact you or your agent.
